3 games can be played at once from sideline to sideline.
Football:
The each team may provide their own game ball. If one is not available a Pee Wee sized game ball will be provided by the home team.
Game Clock (Junior Division):
Four (4) - ten (10) minute quarters with a continuous clock. Last (2) minutes of the 2nd and 4th quarter the clock will stop at dead ball and will restart at ball spot. Running out of bounds and incomplete pass will stop the clock. The 2-minute warning will also stop the clock
Half time will be five (5) minutes and a two (2) minute break in between quarters. There is one timeout per team in each half.
Teams will have 4 attempts to cross mid field for a first down. If a team fails to get a first down, possession changes and the opposing team takes possession at their own 5 yard line.
Offense MUST make every effort to run a play in forty (40) seconds from the spot of the ball.
Game Clock (Pee Wee Division):
Each team will have 6 plays per quarter with a five (5) minute half time.
Playing Time:
All players must play a minimum of 15 minutes.
No player may play in the entire game until every player has played a minimum of 20 minutes.
No player may play in a skilled Offensive position (QB, RB) for the entire game until every player has played every position for at least one (1) series.
All players must get a minimum of one touch (run, catch, or snap from center) per game.
Scoring:
Touchdown = 6 points, extra point(s) – run or pass from 2.5-yard line = 1 point, run or pass from 5-yard line = 2 points.
A safety will result in 2 points and the ball will be placed at scoring teams own five (5) yard line.
A safety is only possible after offensive has moved the ball a minimum five (5) yards from original line of scrimmage.
Uniforms:
Flag-a-Tag Sonic Boom flag belts will be worn by each player at the waistline with two (2) flags.
One (1) flag will be on each hip
Flags may not be shortened
Belts/flags will be inspected prior to the game by Coaches and Officials.
Belts must be trimmed to remove excess length to prevent injuries. No more than six (6) inches of belt should be exposed after buckle.
Shirts must always be tucked in and shorts or pants with no pockets must be worn.
Mouth guards must be worn always, no exceptions.
Coaches on the Field of Play
Two (2) Field Coaches may assist their team with setup, but must move behind the team before the ball is snapped.
Once the play has started the Coach cannot communicate (verbally or visually) with their team.
A minimum of one (1) Referee will be provided for each game.
Offense:
The Offense will consist of six (6) players. Exceptions will be made if one team has a limited roster and both coaches are in agreement.
Formations must consist of one center and one quarterback. All other players will be running backs and wide receivers.
There must be a minimum of 3 players on the line of scrimmage. No bunch formations around the center.
Offensive teams will start the game with the ball on their own 5 yard line.
Players are not permitted to grab any part of the uniform – including the jersey for blocking.
Ball carriers are not permitted to flag guard (stiff arm)
If the ball carrier’s knee hits the ground for any reason the play is over and the ball will be placed at that spot.
Players are allowed to block (engage).
Player must engage a player in the chest/shoulder area.
No blocking above shoulders or below the waist.
No blocking of a defense player if the offensive player is in motion (no “crack back” blocking)
If a player is running and is to block a stationary defender they must slow down, break down, and then engage the defender.
A player may not block with a shoulder or run into a defender to block.
A player may never leave their feet to block.
A player may run or mirror a defender to “block” them, but must not engage while running.
Violation of any of these rules will result in a replay of the down from the original line of scrimmage.
Quarterbacks may receive the ball from under center or in the shotgun formation.
The center is not an eligible ball carrier, but WILL BE and eligible receiver.
If the ball hits the ground for any reason it is considered a dead ball and the play is over (except snap from center)
If the snap is fumbled, the QB has one (1) second to pick up the ball and the play will continue. If not, the play is over and the ball is placed at the dead ball spot.
One player may be in motion before the snap.
Passing:
Shovel passes are allowed, but must be received beyond the line of scrimmage
The quarterback has a ten (10) second “pass clock”.
If a pass is not thrown within ten (10) seconds the play is considered dead at that spot and counts as a down.
Once the ball is handed off the ten (10) second clock is no longer in effect.
The quarterback cannot run.
The quarterback is an eligible receiver only after a handoff or pitch.
Only two ball exchanges are permitted after a snap.
Interceptions change the possession of the ball and can be returned.
Interceptions are the only time change of possession will not start at the 5 yard line.
Defense:
The Defense will consist of six (6) players.
Players must line up head-to-head except for linebackers and safeties.
Defense can line up one (1) yard off the ball if covering offensive player on line of scrimmage
Yardage will be stepped off by Defensive Coach on the field.
Linebackers must be five (5) yards off the ball
Players may NOT cross the line of scrimmage until a hand off is completed.
Players are not permitted to grab any part of the uniform – including the jersey – for blocking or tackling purposes.
“Tackling” in this instance refers to obtaining a flag from a member on the other team.
Violation of any of these rules will result in a replay of the down from the original line of scrimmage.
Defensive players must be set for one (1) second before the snap of the ball.
This rule is to allow the Officials time to check for obvious attempts to draw the Offensive offside – not to penalize the Defense for arbitrary movement within the line and will be enforced as such.
Defensive team can advance interceptions and all players are eligible.
If the end zone is reached, the team will be awarded six (6) points
The original Offensive team will take possession of the ball on the 5 yard line if the interception is returned for a touchdown.
Fumbles are down at the spot of the fumble and the Offensive team loses the down but not the possession.
Tackling or shoving of ball carriers (or other Offensive players) is NOT permitted.
Violation of any of these rules will result in a replay of the down from the original line of scrimmage or spot of the foul, whichever is greater
Stopping the ball carrier
To stop a ball carrier, the Defensive player must remove one (1) flag from the Offensive player’s waist and immediately hold the flag above their head.
This will assist the Referee in determining the sport where the capture occurred.
If a flag falls off the ball carrier’s belt the play is considered over and the spot is placed at the flag.
A Defensive player is not permitted to leave their feet to remove a flag.
The Defensive player is not permitted to hold to gain an advantage in removing a flag from the ball carrier.
If a Defensive player leaves their feet and makes contact with the offensive player, the penalty is ball being place at the five (5) yard line or a touch down if determined by the official to be a break away run.
Illegal removal of flags
Removing flags from any Offensive player who does not have possession of the ball is not permitted.
Goal Line Defense – same as regular defense.
All Defensive players must remain at least one (1) yard off the ball
Penalties
Infractions and penalties will result in one (1) warning (unless flagrant) to the player and a then a five (5) yard penalty will be assessed on the next violation or a bonus play awarded.
Fighting will result in the player being removed from the game
Flagrant disregard of proper play may also result in a removal of a player.
Any removal of a player must be reported by both Head Coaches to Director within one (1) hour after the game is completed.
Kicking
There will be no kick offs, field goals, or punts in Flag Division
Head Injury
If a player is removed from a game for a head injury (concussion). The player will not be able to return to the game and will not be able to return to practice or game until a Doctor’s note clearing the player is delivered to the Director.
All possible concussions must be reported to the Director at the end of the game.
